To make an “E minor seventh” (Em7) chord we use

the 1^st note E

the b3^rd (half step lower from the 3^rd) note G

the 5^th note B

the b7^th (half step lower from the 7^th) note D

This gives us the notes E, G, B and D which form the “E minor seventh” chord
